Biography

Sultan Turut Balioğlu is a Turkey-based professional with more than 18 years of experience in regional and international energy sectors, specializing in policy development and environmental issues. She possesses in-depth knowledge and expertise in the development and implementation of decarbonization strategies, reform of regulatory frameworks, and the alignment of environmental policies with the European Union Acquis (UWWTD, MSFD, CBAM).She has taken on leadership roles in projects funded by international organizations such as UNOPS, the World Bank, Climate 2025, and IREX; and has also provided strategic advisory services to the Energy Market Regulatory Authority (EMRA) of Türkiye.In large-scale infrastructure investments and environmental transformation processes, she contributes to bridging the gap between policy and practice by ensuring an effective balance between technical engineering requirements, economic feasibility, and legal compliance.
