İlknur Kaya is a Managing Partner at Balioğlu Law Office, with strong expertise in capital markets. Between 2021 and 2025, she served at the Capital Markets Board of Turkey (CMB), where she played an active role in a wide range of regulatory and supervisory matters.

During this period, she was involved in granting establishment and operating licenses to capital market institutions, drafting regulations governing their incorporation and activities, developing standards related to capital adequacy and risk management, and ensuring compliance with these standards. She also contributed to the regulation of relationships between intermediary institutions, issuers, and investors, as well as the execution of supervisory and audit activities.

In addition, she closely followed developments in financial technologies (fintech), digital assets, and the crypto asset ecosystem, and contributed to the formation of regulatory frameworks in these areas. She also took part in evaluating the legal infrastructure of innovative financial products and services. Through her work on payment systems, electronic money institutions, blockchain technologies, and crypto asset service providers, she has developed a comprehensive expertise in both regulatory and supervisory processes within the sector.
